Standard Operating Procedure (SOP) for Commercial Cargo Ex-Arrival Karachi port to Destination in Afghanistan.

Documents:
Bill of Lading, Commercial Invoice, Packing list and Jawaz Nama ( Import permit) from Govt. of Afghanistan.

The cargo on arrival at Karachi is shifted to Commercial Yard at Karachi AT AFGHAN TRANSIT SHED. COMMERCIAL CARGO IS ALLOWED EITHER BY PAKISTAN RAILWAYS OR THOROUGH TRUCKS OF NATIONAL LOGISTICS CELL (A GOVT. OWNED LOGISTIC COMPANY) BY IN-LAND UP TO AFGHANISTAN.


The procedure is as follows:
 

  1. On arrival of cargo the Documents are submitted with Pakistan custom which takes 2-3 days for clearance.

     

  2. The cargo (containerized handed over to NLC (National Logistics Cell) or to Pakistan Railways but preferably to National Logistics cell (NLC) for on-ward journey i.e. from Karachi to Peshawer. From Karachi to Peshawer it takes 3-4 days. On arrival at Peshawer the goods are again exposed to Pakistan Custom and the goods after custom cleared are destuffed from the container and the goods transferred to other trucks in loose form.

     

  3. After transferring the goods in other trucks the container is sent back to the s/line as the goods are not allowed to move in Containers (unless it is shipper's own cont). The transfer at Border may take another 02 days as the goods are checked in queue at Torkhum (Border).

     

  4. The goods in the transfer trucks are again checked at Torkhum Border and after necessary documentation cross the border area into the Afghan territory. The goods are under Custom Bonded arrangements. Under the Custom Bonded the goods are handed over to AFGHAN CUSTOM for further clearance, payment of duty and other Govt. of Afghanistan charges (if any) and after completing the process of Afghan Custom the goods are handed over to the Consignee.
    The time required from Border to Afghan Custom is 02 days and final clearance depends on the completion of Doxs and other Afghan Custom outlays.

We fully understand that the goods do not suffer any pilferage or damage during transit up to the destination and the only possibility of such a pilferage of damage may occur at Afghan custom areas. However every care is taken that the goods are delivered in safe and sound condition up to the final delivery at Consignee end.
